Arthur J. Will Memorial Fountain

In 2012, Raymond worked with joint venture partner Outside the Lines, Inc. to restore the 1960’s-era Arthur J. Will Memorial Fountain at the center of Los Angeles’s Civic Center (renamed Grand Park). The historic renovation of the fountain was part of a $56M transformation of the 12-acre park and was unveiled at a Civic Dedication on July 26, 2012. In 2013, Grand Park was named one of the 10 Great Public Spaces by the American Planning Association (APA).

Raymond and Outside the Lines were contracted by Charles Pankow Builders to revive the fountain, which was originally constructed in memory of Los Angeles Chief Administration Officer Arthur J. Will, who served from 1951 to 1957. The new fountain features water shows that harmonize with colored LED lights, a 50-foot water spray that appears to overflow into a six-foot waterfall, and a lower membrane pool with a quarter inch of water and 79 jets that allows visitors to play in the attraction.

 

From the plaque on the fountain: The fountain was constructed in memory of Arthur J. Will, chief administrative officer, County of Los Angeles, 1951-1957, whose vision and leadership for more than 25 years of service to this community helped provide this great civic center as a symbol of good government and an inspiration for cultural growth.
